The differentiation of economic impacts and benefits is not simply a misconception of words used. The net benefits are the return on a project. To examine the return on the expenditure (both initial capital costs and operating costs) of the conference center (be it a positive or negative return), you need to measure the profit that the various businesses receive from the economic impacts. One study was for the hotel, the other was for the conference center, but did not include a cost benefit analysis. Bish's conference delegate day estimate is derived from the conference centre feasibility study, is it not? But you disagree with the study? What else is there to go by? All that is left is the experiences of other cities. But in an earlier post you rejected that, except for maybe a few other BC towns and cities?
