Quote from the article: "We need to do our homework and this $500,000 study will provide the business case analysis that needs to be done frankly before we decide whether this is the best way to move people,"
A $500,000.00 study? Oh, please!
These guys in Government sure know how to make the work for themselves.
Tell you what, I'll do it for, say, $10KAnd it would probably only take me 1 month.

An unnecessary study. Obviously this is needed. This isn't exacly a bad way to move people.
I will say the rail corridor on Vancouver Island could be used better by providing a public transit type service on the actual rail line itself.
I have a friend in New Jersey, USA, and she says they have a transit service that utilizes the rail lines in her city to move people back and forth. It's been running for about 2 years now, and it's been a success. They use a train that is more like a bus and has a quieter horn, one that goes "toot! toot!" rather than a 120+ decibel blast that comes from the tuned diaphragm air horns that are on the day liner, etc..
In Nanaimo, the rail line could be used to move people all the way from South Wellington to North Nanaimo, with many stops along the route at all major intersections.
It's a thought. But the rail line through Nanaimo could be used to enhance the public transit system we have in place already. I mean, we have a rail corridor, so we may as well make good use out of it.
