I thought that the white line on the side of the road was a "fog line" to aid cars in keeping on the straight and narrow during dark and foggy nights.
I guess that it can be substituted for an sidewalk in Nanaimo's case since there are very few sidewalks in this city.

Mentioning the bobcat reminded me of last year at my work place. We hired a guy with a bobcat to do our lot and the lot up the road and he said $600 which is fair because it really isn't that much space to plow. Maybe 2hr of work. So he shows up and plows our main lot then goes away then comes back and plows the second lot. After he had plowed the first lot we gave him the amount as he showed that he was actually going to do it. After he finished the 2nd lot he came down in the bobcat and demanded more. When we wouldn't give him more, he proceeded to take the bobcat and take snow from the piles he had made earlier and make a nice long pile that blocked the entrance to our lot. (We are a car/truck rental/sales company) We then had to manually dig out the heavy wet road snow that he had just blocked the driveway with so we could get cars in/out. After that we went with a guy with a plow.

How it's done in civilized Canadian Cities. They don't plow the damned snow on the sidewalks and wait for it to melt.

Out shoveling today and just in time along comes the city truck. He made 3 passes while I was out there. The last one he managed to get right up on the curb and plow the snow back onto the sidewalk.I didn't think that It would have p----d him off by waving at him on his first pass. No, I didn't give him the single digit salute. LOL

All they need is 2 small machines to plow the sidewalks on all major types of roads. You say they have more snow and a bigger budget. Naturally, and the City of Montreal must be 100+ times the size of Nanaimo. Therefore, with our size, amount of snow, and for the safety and security of its residents, there is no comparison with Montreal. Just a minor investment, a policy change re removal and sidewalks for the safety and security of its taxpaying residents.

Not that I disagree with you but, Montreal's snow budget is more than Nanaimo's total budget for the whole year!! So, we plow the roads normally, then our 2 machines come in and do the sidewalks. Which roads should we start with?. By the time they got the sidewalks cleared, the snow would be gone!!! See my point? We don't get enough predictable snow around here to justify the cause. Just my thought on the subject
