The project was never funded at $14M so I'm not sure where you got that number - from the paper no doubt. Further, low paying may be true for the most part but this is also the least amount of education or skill as well so that stands to reason. There will still be a need for managers etc. that would be much higher paying based on one's skill set / experience.
The only issue Nanaimo has with this great project is that the rest of the harbour front won't be ready for it. It still begs the question of how one gets from the assembly wharf to the harbourfront we all know and love?

Sorry to mention this but... yes, historically there appeared to be some unfortunate limitations on property ownership in at least one area of West Vancouver -- the British Properties. While doing research, years ago, on the Lions' Gate Bridge I came across information that seemed to prevent ownership of land by non-whites ("africans" specifically -- not my words) in the British Properties -- at least through the early years of the development. Pretty shocking considering that it was in the 1930s.

- bridge is to walk from land down to the floating level.
- floating level is where you wait to walk onto the ship. Obviously to a gangway entrance that's on one of the lower decks of the ship (and then an elevator !)
- dolphins are the marine structures for the ship to rest against, to let it hold its position.

I am sure that when the inevitable happens & the cruise ship "theory" fails; the walkway will be extended to Gabriola Island which will take the pressure off the ferry service.
